Failure Factor #1: Failure To Understand The Long Term Impact Of Cumulative But Seemingly Unrelated Responses To Global Events.

A country’s response(s) over time to seemingly unrelated global factors can cause a country to inexorably slide towards war. This is the case because successive administrations slowly build on the decisions made by prior ones, often without recognizing that the world has changed since earlier decisions were made, and accordingly a new policy may be needed, rather than simply following the prior policy. When this happens, incremental pressure is created on the current administration in ways that tend to force it to follow paths that it might otherwise not take.

The corollary to this, also part of this Failure Factor, is not recognizing that policies put in place by an earlier administration, if deviated from, will lead to war. This happens when an incoming administration decides to end a prior administration's socio-political activities because they violate that administration's political party platform. And while this may be the case, and good cause to end the prior administration's activities, it also just might push the country to war.
