Failure Factor #3:
	The danger of a country falling 
	victim to both #1 and #2 above, at the same time, in relation to any other 
	country, and therein magnifying the impetus to war.
	When this happens the cumulative impact is to exert pressure on a country to 
	stand behind its prior words and actions. The effect can be so great as to 
	make the case that nothing short of war will suffice as a means of making 
	the point to the world that “we mean what we say”.
